110-300-0335(2): Licensor learned during the course of the complaint assessment, there is enough information provided to identify that applicable WAC was violated, thus licensor Lauilefue concluded that more likely than not, applicable WAC or RCW was violated. During the course of the complaint, licensor identified that in the duration the child was restraint twice in which case there were no immediate threats to others or themselves. 110-300-0335(4): Licensor learned during the course of the complaint assessment, there is enough information provided to identify that applicable WAC was violated, thus licensor Lauilefue concluded that more likely than not, applicable WAC or RCW was violated. During the course of the complaint assessment, there were enough staff to step in or the staff could have asked for assistance to avoid using restraint.
